Financial Report
CSPCN (P. McFarland) $38,138. Occasionally Phase II reports are sold; have 3 boxes of each report at the ACNL office. Kaiser made a $10,000 Donation to CSPCN in December 2000.
RWJF (E. Lewis) $20,297 ; received $10,000 grant from OSHPD in Jan. 2001

Update on Political/Policy Initiatives (D. Harms)
What can we do to support these bills? They need to be cleaned up. SB 317 is CHA\ACNL. Stay focused on key bills, not spot bills which will change over time. Needs:
Sacramento group to send Dana information as it becomes available for website posting. When something is posted, Dana to email IOC and others requesting specific support.
Center for Health Professions new report (Feb); how important is this to future of nursing in CA? They will be taking positions on bills; they are not taking same position as CSPCN; concern about statements about educational requirement for pre-licensure, length of shortage, and need for any kind of nurses irrespective of education.
Discussion about articulation between AD and BS programs need to assess prerequisite situation. May need to look at other state programs (2 years = AD). Look at other professions such as police, fire dept re: rewarding for education, emphasizing retirement.
Update on Nursing Institute (D. Jones)
Deloras Jones updated the IOC on the proposed development of a Nursing Institute in CA. Deloras indicated that momentum building and she will soon be meeting with Ruthann Terry and her colleagues at the Wellness Foundation.
BRN Report (J. Harlow)
Working on issues: 1. datagathering Omnibus Bill to enable q3 yr surveys (current requirement q8yrs); should go through; survey 2002; checking out survey to assure comparability over time; 2. Midyear advisory committee to the BRN (smaller than IOC) to sustain efforts

Career Mobility Implementation Team (CMI) Sherry Fox
Competency-based Role Differentiation Implementation Team Arlene Sargent, Polly Walker
December meeting, conference call February working on pilot project (Sacramento, Fresno, San Bernadino); Sarah is Project Director; toolkits have been sent to each pilot sites, being modified as necessary to meet site needs; IRB reviews in process; data collection unique by site; goal of alpha phase is to determine whether competencies exist in the work setting and whether they be differentiated. Goals for year to collect data, analyze, preliminary recommendations based upon findings. Hopefully a summit will be held in 2002 to disseminate findings? The Tripartnerships and CBPPSIT will meet December 4th in Ontario to discuss project work to date.
Pilar de la Cruz (Community Hospital Fresno) pilot site; collaborative work group CSU, City College, hospital; several units may be involved; senior students involved; Pauline Kliewer, liaison; paid data collector to be hired; instructors to observe students; 5 weeks for student observation (April); need to meet with staff nurses on purpose of project; onsite visit yesterday with CIC visitors and CSPCN project staff.
S. Keating other 2 sites; advisory board meetings were held in January; data collection by graduate students (AD + BS + masters); enthusiastic; Fresno a step ahead; thinking about realities of data collection; possibly to have interviews and checklists, audits of records, etc. recommend that CSPCN give guidelines to sites on data collection; goal not to compare programs; but to look at utility of model; UCDavis staff position descriptions exactly describe positions in competency models; students not on same time frame; formative evaluation, alpha; attempt for a chat room discussion on March 2. Additional work still needs to occur related to the technical aspects of "Chatting"
IOC may want to meet December 4 meeting in Ontario with Tri-Partnerships, CBPPSIT. Hold the date.
Recruitment Team (RT) S. Keating
Judy M-H, Donna Ver Steeg, and Lawren Askew very helpful; tape on recruitment to be redone; Received $6,000 funding from St. Johns Health Foundation for video production; spoke with senators (Ortiz); theme of videotape diversity in broadest sense; roles, gender, ethnicity; team met with Katie Bray (CNCC); CNCC to look at image of nursing; goal to produce the video; then, copy and disseminate to all schools of nursing with further dissemination by students, faculty, etc.; aim to get to middle schools, high schools, etc.; also need copies for hospitals
CNCC update (A. Sargent) meeting q 3 weeks; Kaiser has given community service funds for a CNCC project director; met with president of NurseWeek; excited about project; want to partner; 2 pages to work with on (promoting image, recruitment); focus on now special edition of NurseWeek to focus on nursing shortage; CEU program being written; unfortunately, average nurse doesnt understand the nursing shortage; CEU will contain talking points for nurses to go out and talk about nursing; CEU will be FREE; a centerfold in the issue will promote nursing and will be removable; those who take part in the CE will have the opportunity to submit where they spoke about nursing (boy scouts, etc.); then, NurseWEEK will feature these "ambassadors in nursing"; hope to have Choose Nursing Website up in spring (choosenursing.org ); ideas fund raising events, capitalize on entertainers who have had experiences with nurses; NurseWeek want to have a van focusing on nursing to travel the state; CNCC.organization has minutes and some info from deans and directors; suggestion that CNCC connect with HRSA, Kids into Health Careers (kits available); CNCC has looked at promotion program of teachers (CalTEACH);other CICs with PSAs

Feedback and Updates from CIC Site Visitors: Site visitors were extremely pleased with progress of CSPCN to date in achieving goal. A written report will follow. They also discussed what was occurring nationally and indicated that grass root initiatives are being very successful in getting word to the consumers of health care that a severe nursing shortage is upon us. The Surveyors were asked to comment on whether funding would be made available for a "Phase III". They indicated a task force has been established to look at the Colleagues in Caring successes to date and then, that information will be sent forth to the Foundation.
