June 26, 2001

In attendance: Stephanie Ruh, Deloras Jones, Dorel Harms, Ellen Lewis, Karen Sechrist, Ann Schuman, Judy Martin-Holland, Priscilla Gonzales-Levia, Sherry Fox, Sarah Keating, Jean Harlow, Ruth Ann Terry , and Pat McFarland.

Call to Order: Meeting was called to order by Chair, Sarah Keating @ 10:15 AM

Minutes: Approved as written.

Special Recognition: Karen Sechrist was congratulated by IOC Members for receiving the HRSA National Health Workforce Research Achievement Award. Given for the first time in 2001, the HRSA Awards are sponsored by the National Center for Health Workforce Information and Analysis, Bureau of Health Professions, HRSA. The awards recognize individual researchers who contribute significantly to an improved understanding of health workforce issues, provide key information for planning and policy makers, or influence public Policy. Karen also shared a copy of the remarks she made at the awards ceremony held in Atlanta and thanked the members of IOC for their support and guidance over the past 5 years.

Project Director Report

Lawren Miller Askew is well on her way in completing the development of a new recruitment video entitled "Nursing, You Can Do It". Lawren has done outstanding work to make this tool a reality. Sarah Keating, on behalf of CSPCN, has written a Helene Fuld grant to seek funds to put this project on CD-ROM and to off set distribution costs. Lauren and Sarah will provide additional information at the IOC meeting. Thank you Lauren and Sarah for your work on this project.

Project Investigator's Report:

Sarah Keating shared with the group that Samuel Merritt College intends to open a generic masters degree nursing program in Sacramento.

Update On Political/Policy Initiatives: Dorel Harms reported that at the present time the only initiative that is expected to be funded is AB87. This bill provides for work site-based training for specialty nurses. She indicated that the Scott Bill (SB 457) is now a 2 year bill. This bill focuses on articulation between educational systems. The Ortiz initiative (SB 317) is not moving forward. This is extremely disappointing because this bill provided monies to expand nursing education slots in existing or new nursing programs.

Ruth Ann Terry also informed IOC members that the BRN faces Sunset next year. She is working hard to be sure that all matters of concern, if any, related to this issue receive the necessary attention. She will be asking members of the IOC to assist her in working with this process. She also indicated that monies have been allocated to the BRN to address more frequent collection of supply and demand data. She will also be appointing an advisory board to provide guidance to this process in the likeness of CSPCN.

Pat McFarland shared that, Assemblywoman Helen Thompson, was planning to conduct a hearing on July 17, 2001 and that Dorel Harms, Sarah Keating , Karen Sechrist and herself would plan to attend and speak on behalf of CSPCN. Pat also indicated the GAO in Washington, DC, was using 1992 data for preparing a Congressional Report. She indicated that she and others had contacted them in hopes that they use more current supply and demand data. Also, 60 minutes will be doing a program in the fall regarding International Nurses. Leslie Stalhle will be the reporter associated with this initiative. Pat and Ruth Ann will be providing information on this issue.

Communication Plan: Sarah Keating and Arlene Sargent attended an RWJF sponsored communications workshop this spring. One of the expectations of attendee’s is that they will develop a communication plan for there respective project. Sarah and Arlene have done that and it has been forwarded to IOC members for their review and input. The final plan will be used to guide CSPCN activities over the next year. CSPCN appreciates Sarah and Arlene’s efforts in developing this document.

Discussion of Summit, Spring 2002: The IOC determined that a 3rd Nursing Summit will be held May 8, 2002 at the Convention Center in Sacramento. Everyone is encouraged to hold the date and share this information with colleagues. The planning committee will be Pat McFarland, Stephanie Ruh, Polly Walker, Priscilla Gonzalez-Leiva, Jean Harlow and Ellen Lewis. E. Lewis will arrange a conference call for September, 2001 to begin the planning process. The major foci will be to share new supply and demand data and to have the Tri-Partnership Alpha Sites report on their experiences with Competency-based Role Differentiation. E. Lewis will send "Save the Date" announcement to all constituents who attended or have been involved with previous Summits or CSPCN activities.

Reports from Teams:

Discussion of Nursing Institute: Deloras Jones updated the IOC on what has occurred since March related to establishing a "Nursing Institute in California". She recently attended a meeting in Oregon and indicated they are establishing a Center for Nursing under the auspices of their Nursing Leadership Council with a $75,000 donation for the Northwest Health Foundation to begin data collection. The University of Portland will provide office space for the Center. Deloras also has had an opportunity to discuss the concept of the Nursing Institute with Duane Dauner, CHA. in which she received positive encouragement . After much discussion , the IOC, suggested that CSPCN, working through Ruth Ann Terry, explore a opportunity to pursue a major funding source to support several nursing projects in the state. If a grant is submitted by the BRN, planning monies for the Institute would be requested. With sufficient planning resources many constituents could come together to develop a consensus on what an Institute should look like and what would its mission be and how would it be funded over time. Ruth Ann Terry will make the appropriate contact on behalf of CSPCN.
