In attendance: Stephanie Ruh, Deloras Jones, Dorel Harms, Ellen Lewis, Karen Sechrist, Ann Schuman, Judy Martin-Holland, Priscilla Gonzales-Levia, Sherry Fox, Sarah Keating, Jean Harlow, Ruth Ann Terry , and Pat McFarland.

Special Recognition: Karen Sechrist was congratulated by IOC Members for receiving the HRSA National Health Workforce Research Achievement Award. Given for the first time in 2001, the HRSA Awards are sponsored by the National Center for Health Workforce Information and Analysis, Bureau of Health Professions, HRSA. The awards recognize individual researchers who contribute significantly to an improved understanding of health workforce issues, provide key information for planning and policy makers, or influence public Policy. Karen also shared a copy of the remarks she made at the awards ceremony held in Atlanta and thanked the members of IOC for their support and guidance over the past 5 years.

Project Director Report

• RWJF/CIC Site Visit , March 5-6, 2001, Harris Ranch, Fresno CA. Draft Site Visitors report has been sent to Project Office for edits. Will place this report on the Web as soon as final report is issued.

• Project Office Budget Report: RWJF/CIC Stage Two O2 Yr. $11.00 , OSHPD, $55.00. It is anticipated the year 03 budget amount from RWJF will be approximately $38,000 and hopefully OSHPD will continue it annual $10,000 level of support so all data can be analysis and published
• Ruth Ann Terry arranged a meeting for a small delegation of CSPCN members to meet with David Carlisle, M.D. Ph.D, Director, Office of Statewide Health Planning and Development. This meeting took place at OSHPD on May 22, 2001. In attendance was Ruthann Terry, Sarah Keating, Karen Sechrist, Jean Harlow, Pat McFarland, and Ellen Lewis. Ms Ryan of Dr. Carlisle office was also in attendance. The delegation had an opportunity to discuss the goals of CSPCN, acknowledge the support of Pricilla Gonzalez as previous Deputy Director of OSHPD, OSHPD’s financial contribution over the life of the project and to ask for his support as the project continues forward. Dr. Carlisle indicated this support would be continued and was invited to attend the June IOC meeting.

Lawren Miller Askew is well on her way in completing the development of a new recruitment video entitled "Nursing, You Can Do It". Lawren has done outstanding work to make this tool a reality. Sarah Keating, on behalf of CSPCN, has written a Helene Fuld grant to seek funds to put this project on CD-ROM and to off set distribution costs. Lauren and Sarah will provide additional information at the IOC meeting. Thank you Lauren and Sarah for your work on this project.

• The article on the diversity of the California nursing work force written by Judy Martin-Holland, Ann Shuman, Teresa Bello-Jones, Dana Rutledge and Karen Sechrist was accepted for publication by the Journal of Nursing Education. It is currently "in press."
• Karen Sechrist presented a paper entitled "De Railed by the Redline: CSPCN Experience with Data, Policy and Politics" at the 34^th Annual WIN Communicating Nursing Research Conference in April, 2001 in Seattle.
• Sarah. Keating and Pauline Kliewer presented the paper entitled "Tri-Partnership between Education and Industry" at the Healing Web Conference June 10-12, 2001 in Sunset Beach, North Carolina. Sarah Keating will present some of the content at the June IOC meeting.
• Ellen Lewis wrote a brief article regarding California’s Nursing Work Force issues and CSPCN for the National AHEC newsletter.

Project Investigator's Report:

• With the assistance of Jean Harlow and Board of Nursing Staff, data were collected from Deans and Directors of Schools of Nursing between March and May, 2001 regarding current and expected faculty vacancies. A draft report was presented to IOC at the meeting and will be finalized shortly. It will be posted to the web as a press release and as a report.
• Returns rates for the employer survey are poor to date. Large organizations are critical to the success of the survey since they employ the most nurses. However, return rates are lowest among this group.
• The second meeting of the western regional CICs was held during the WIN Conference in Seattle in April. In addition to representation from CIC sites, representatives from emerging work force initiatives in Nevada and Oregon attended the meeting. WIN staff members indicated a desire to continue the regional meeting and networking activities once the CIC funding is finished.
• K. Sechrist was asked to assist the Nursing Subcommittee of the Health Sciences Committee from the University of California, Office of the President, to develop a document examining the issues surrounding the education of nurses in California. A report was prepared in collaboration with the Subcommittee Members (Ellen Lewis, Kay Baker, Marilyn Flood, Betty Ingell and Ruth Covell) and the Chair of the Subcommittee, Dr. Cathryn Nation. Karen has been asked to continue to work with the group over the next year.

Sarah Keating shared with the group that Samuel Merritt College intends to open a generic masters degree nursing program in Sacramento.

Update On Political/Policy Initiatives: Dorel Harms reported that at the present time the only initiative that is expected to be funded is AB87. This bill provides for work site-based training for specialty nurses. She indicated that the Scott Bill (SB 457) is now a 2 year bill. This bill focuses on articulation between educational systems. The Ortiz initiative (SB 317) is not moving forward. This is extremely disappointing because this bill provided monies to expand nursing education slots in existing or new nursing programs.

Ruth Ann Terry also informed IOC members that the BRN faces Sunset next year. She is working hard to be sure that all matters of concern, if any, related to this issue receive the necessary attention. She will be asking members of the IOC to assist her in working with this process. She also indicated that monies have been allocated to the BRN to address more frequent collection of supply and demand data. She will also be appointing an advisory board to provide guidance to this process in the likeness of CSPCN.

Pat McFarland shared that, Assemblywoman Helen Thompson, was planning to conduct a hearing on July 17, 2001 and that Dorel Harms, Sarah Keating , Karen Sechrist and herself would plan to attend and speak on behalf of CSPCN. Pat also indicated the GAO in Washington, DC, was using 1992 data for preparing a Congressional Report. She indicated that she and others had contacted them in hopes that they use more current supply and demand data. Also, 60 minutes will be doing a program in the fall regarding International Nurses. Leslie Stalhle will be the reporter associated with this initiative. Pat and Ruth Ann will be providing information on this issue.

Communication Plan: Sarah Keating and Arlene Sargent attended an RWJF sponsored communications workshop this spring. One of the expectations of attendee’s is that they will develop a communication plan for there respective project. Sarah and Arlene have done that and it has been forwarded to IOC members for their review and input. The final plan will be used to guide CSPCN activities over the next year. CSPCN appreciates Sarah and Arlene’s efforts in developing this document.

Discussion of Summit, Spring 2002: The IOC determined that a 3^rd Nursing Summit will be held May 8, 2002 at the Convention Center in Sacramento. Everyone is encouraged to hold the date and share this information with colleagues. The planning committee will be Pat McFarland, Stephanie Ruh, Polly Walker, Priscilla Gonzalez-Leiva, Jean Harlow and Ellen Lewis. E. Lewis will arrange a conference call for September, 2001 to begin the planning process. The major foci will be to share new supply and demand data and to have the Tri-Partnership Alpha Sites report on their experiences with Competency-based Role Differentiation. E. Lewis will send "Save the Date" announcement to all constituents who attended or have been involved with previous Summits or CSPCN activities.

Reports from Teams:

• Career Mobility: Sherry Fox is still attempting to define and refine Web Site content as well as determining how best to interface with the CSPCN Web Page. Each of the Web Pages were developed using different soft-ware and therefore many challenges are presented in linking the pages. Sherry will continue to work to resolve this issue. She also reported that IMPAC is continuing to meet and are making progress in terms of articulation between programs and educational systems in the state. To date, a core of 8 prerequisites have been agreed upon and their will soon be consensus on the science package.

• Competency –Based Role Differentiation, Tri-Partnership Alpha Project: Sarah Keating and Polly Walker shared that the three projects are moving forward. Each project has its challenge but because each group is committed to the project they know how to get work done. In spite of limited resources they still seem to be achieving their goals. Great communication strategies have been developed and are being used to disseminate the work of this project. They are working to achieve exposure of nursing workforce issues in a variety of venues. The research on differentiating teaching and leadership roles by education is very interesting and could be used as a model for further work. As the work of this ALPHA Phase moves forward it will be necessary to assess potential structures and resources to sustain this work. Sarah Keating and Pauline Klieger did a presentation on preliminary data associated with the Fresno Tri-Partnership at the June National Healing Web Conference in North Carolina.

• Recruitment & Update on Video: Lawren Askew–Miller has done an outstanding job in reproducing the diversity in nursing recruitment video. CSPCN funds administer through ACNL will reimburse costs associated with preparation of video. Sarah Keating has written a grant to be submitted to the Helene Fuld Health Trust fund early July. It is hoped monies can be obtained to convert video to CD-ROM and disseminate the video and CD-ROM's through out the state to prospective nursing students. IOC members were asked by Sarah to review grant application and send her their comments ASAP. IOC members urged that support letters be obtained and that Sarah increase the budget to ensure all the real costs associated with this project are appropriately covered. -

Discussion of Nursing Institute: Deloras Jones updated the IOC on what has occurred since March related to establishing a "Nursing Institute in California". She recently attended a meeting in Oregon and indicated they are establishing a Center for Nursing under the auspices of their Nursing Leadership Council with a $75,000 donation for the Northwest Health Foundation to begin data collection. The University of Portland will provide office space for the Center. Deloras also has had an opportunity to discuss the concept of the Nursing Institute with Duane Dauner, CHA. in which she received positive encouragement . After much discussion , the IOC, suggested that CSPCN, working through Ruth Ann Terry, explore a opportunity to pursue a major funding source to support several nursing projects in the state. If a grant is submitted by the BRN, planning monies for the Institute would be requested. With sufficient planning resources many constituents could come together to develop a consensus on what an Institute should look like and what would its mission be and how would it be funded over time. Ruth Ann Terry will make the appropriate contact on behalf of CSPCN.
