Financial report:
- E. Lewis (UCI/RWJF) - report of RWJF, OSHPD, and BRN
funds remaining.
- P.McFarland (ACNL) - report of funds remaining and their
allocation.

- Jean Harlow reported that the Scott report had not been
released. Disappointment that there is no opportunity to
make the May revise. The report has a designated funds
component for CSUs. That component and the Cal Grant N
component were not wanted by the CSUs. One positive note
is that the governor intends to increase the Cal Grants
overall.
- Other comments regarding nursing dollars: Back door
dollars into nursing education from the 15 million (which
may be reduced to 7 million) for CSU hi tech programs.
- There was discussion about the preparation and release of
a CSPCN report. Sarah reported on the release from CACN
regarding the need for nursing education.
- The decision was made to prepare a position statement.
The statement will focus on three points: 1) shortage is
based on data; 2) needs are based on data; 3) this is
what you can do as a legislator. Later decided that Karen
will prepare the position statement tonight for review
tomorrow via e-mail. Draft.
- Ruth Ann will talk with the union representatives about
including them as CSPCN constituents and their support
for the position statement.
Ellen's Report:
- Project Director, Project Consultant were invited to
present the CSPCN/CIC Work Force data at a public hearing
conducted by Lou Correa, Assembly member, 69th
District on April 21, 2000. Martin Gallegos, Assembly
member and Chair of the Health Committee also
participated. Several other members of the IOC (Carol
Comeau, Linda Stevens, Ruth Ann Terry) represented their
respective organizations. In addition to presenting an
overview of the data, copies of the Phase II data report
were given to each assembly member and their respective
staff. Follow-up notes were sent to both, thanking them
for their time and interest and restating our message.
- Project Director attended the 33rd Annual
Communcating Nursing Research Conference, 14th
Annual WIN Assembly in April, 2000. She moderated the
panel presentation, "Nursing Workforce in the
Millennium: A Global Perspective." Other members of
the panel included Barbara Kooker PhD of Hawaii, Marie
Miller MSN Colorado, Anne M. McNamara PhD Arizona, and
Mary Rapson PhD CIC National Project Director.
- Telephone interviews were completed with Clinical Nurses
Trade Publication and Nancy Kissack of the Los Angeles
Business Journal. Tracy Bechtold, media consultant, will
be continuing to assist project director with other press
and communication activities.
- The 1st Annual Report for Stage II RWJF/CIC is
due July 1, 2000. The first draft is in progress. Work
Group Chairs should send a brief report of activities you
engaged in and progress you have made toward
accomplishing goals assigned to your group.
- The Project Director asked all IOC members to forward all
information relating to matching funds you provided this
past year. Also, please forward any articles you may have
published or presentations that you made regarding the
project.

Team reports
CBPPSIT - Polly and Arlene reported on the work of
the Competency-Based Group. Meeting on April 18th.
Diane Brown, CalNoc researcher attended. Suggested they keep
the study small and well-defined. Discussion of descriptive
study versus program evaluation frame of reference.
Discussion points: 1) partner with CalNOC to link
competencies to outcome data (perhaps premature at this
point); 2) phenomenological study with Pat Benner (UCSF).
Group is getting job descriptions that they want to have
"classified" for their relationship to the CSPCN
competencies. Questions prompting the need for comparisons
related to the degree to which practice and education reflect
competency-based role differentiation. Dana Rutledge,
consultant, is familiar with the competencies. The group will
work with Dana to get the job done.
Recruitment team (S. Keating) - no meeting since
last IOC meeting. A. Sargent active in CNCC (Coalition for
Nursing Careers in California). Katie Bray, Sarah, Polly
Walker presented on CSPCN, CNCC, and Education Needs to the
Society of Health Professionals in April in San Francisco.
CNCC will apply for a grant to promote nursing to the public.
Sarah wrote letter of support for this proposal. Recruitment
Team needs to focus on the IOC objectives for next two years.
Specifically, the recruitment/retainment of a culturally
diverse nursing work force particularly through strategies to
recruit and retain culturally/ethnically diverse students at
all educational levels.
Future of CSPCN: Brief discussion of form CSPCN should
take over time.
