CSPCN: CBPPSIT MEETING MINUTES

Meeting called to order at 10:15 A.M.

Meeting minutes from March 3, 2000 were approved.

The committee members reviewed the agenda and amended it to include discussion of the alpha and beta level phases and review a model showing the different phases of the competency-based role differentiation study (a copy of the model is attached).

The focus of the meeting was discussion of Dana’s analysis of the job descriptions/performance evaluations and the competencies developed by the EII work group. The question we asked was if the competencies exist in practice. The analysis showed that the competencies do exist, in varying degrees, in the practice setting (see attachments). The analysis showed that the most frequently documented competencies were in the following areas:

Of the twenty-two job descriptions/performance evaluations submitted, only two demonstrated use of the differentiated role competencies (result table , executive summary, complete report).

Additionally, Dana also developed a CBPPSIT evaluation tool for potential pilot sites based on points.

Differentiation of role is apparent

The next step is to identify tri-partnerships, comprised of a service setting, A-D-N program and B-S-N program, who are moving forward with education and practice competency-based models. We will select three tri-partnerships to participate in the alpha phase. In the service setting, there needs to be evidence at the staff nurse provider level and care coordinator level of differentiation. Educational sites will need to obtain the competencies from their service site(s) to determine how they compare with the clinical rotation competencies for the nursing students. Med-Surg units will be the clinical areas used.

Four tri-partnerships were mentioned. They are located in Sacramento, Fresno, Los Angeles and San Diego. Sarah will make contact with tri-partnerships to see if they are interested in applying. Dana and Sarah will write the invitation letter and send the criteria for participation.

Karen presented a model diagram identifying expectations of the alpha and beta phases of the project. She included assumptions underlying placement of items in the model. The committee members endorsed the model and assumptions.

CSPCN is applying for a Helene Fuld Grant. The purpose of the grant will determine if competency-based role differentiation serves as a motivator for baccalaureate completion intention among associate degree nursing students. If approved, Sarah will serve as the project director.

Next meeting times

The committee decided to include some telephone conferences to make it easier and less expensive to participate in the meetings. Please note the dates of the meetings/conference calls through the rest of the year. The times for the face-to-face meeting will remain the same, 10:00 AM – 3:00 PM.
